Arrange special funds for South Southcooperation to address climate change, exceeding 1.2 billion yuan, to supportdeveloping countries in enhancing their capacity to respond to climate change.

The "3060 Carbon Peak and CarbonNeutrality" formulated by the central government is a systemic economicand social transformation with multiple goals and constraints.
